- The nationality of a nation with diplomatic ties to Japan is a requirement for applicants.
- A candidate who, at the time of application, held Japanese nationality is ineligible.
- Regarding Undergraduate Scholars: You must also have finished 12 years of formal education or courses in a school equivalent to a high school (including future graduates) and be at least 17 years old and under 25.
- For Masters and PhD students: You must also be a college graduate (including aspiring graduates) and under 35 years old. Alternatively, you need to have finished 16 or 18 years of school.
- For students enrolled in teacher training programs, you must also be a recent college or teacher training college graduate and under 35 years old. Additionally, you must also have worked as a teacher in a primary, secondary, or teacher-training college in your nation for at least five years.
- Additionally, applicants for Japanese study programs must be between the ages of 18 and 30. When applicants come to Japan, they must also be enrolled as undergraduate students in departments or schools that specialize in Japanese language or culture at a university outside of Japan, and they must also be enrolled at their home institution when they return to their home nations.
